Franklin Lockard is a defensive back for the Fresno State Bulldogs. The 6'2", 165-pound true freshman from Tulare, California attended Tulare Union High School, where he recorded 22 tackles, two interceptions, and two pass breakups during his senior season. A three-star recruit with a rating of 0.845, Lockard also competed in track at the prep level.
