Matthew Outten is a 6'1", 215-pound wide receiver from Portsmouth, Virginia, who transferred to Syracuse after one year at Penn State. At I.C. Norcom High School, Outten was rated a four-star prospect by recruiting services and ranked No. 173 overall, No. 10 athlete nationally, and No. 10 prospect in Virginia. He earned Team MVP honors as both a junior and senior, serving as team captain his senior year, and recorded 12 touchdowns and one interception as a junior. Outten also competed in track at the state championship level in four events. He redshirted during the 2025 season at Penn State without appearing in games and now joins the Orange roster.
