Harlem Howard is a 6'0", 181-pound free safety from Pompano Beach, Florida, who attended Blanche Ely/Deerfield Beach High School. A three-star recruit in the 2023 class, Howard joined Oregon State and redshirted his freshman year after appearing in three games against UCLA, Colorado, and Notre Dame. In 2025, his redshirt sophomore season, he appeared in 11 games and recorded 17 total tackles with one interception returned for 25 yards and one pass breakup. He posted nine tackles at Texas Tech and four tackles at Oregon during the season.
