He committed to Arizona on December 21, 2022, choosing the Wildcats over Arizona State, Colorado State, Michigan State, and Northern Arizona. In high school, Phelps recorded 282 career receptions for 4,971 yards and 61 touchdowns across four varsity seasons, including 28 touchdown receptions during his junior year.
